If you have decided that you have the time and the money for a teacup puppy or dog, choose him on the basis of health first and foremost and then temperament. You can’t tell what his temperament is if he’s not healthy!
If you can’t find a dog or puppy immediately, then WAIT until you find the RIGHT one!!! You’ll be much happier in the long run.

Notice there is nothing about size. You really can’t tell what size a puppy will be when he is fully grown. Small dogs will generally produce small dogs, but not necessarily. The human equivalent is – we all know people who are average height who have children who turn out to be basketball players. Similarly, the children of basketball players may – or may not – be tall. Additionally, there are some reasons why a puppy may be smaller:

Withholding food during gestation

Withholding food while taking photos of puppies
Your best clue as to what your puppy’s personality will be is to visit the parents in person and see how they act. You want them to be friendly and outgoing. If you are getting a dog over the Internet or from a broker/pet store, you don’t have this option, so you’re really rolling the dice.
